Pigot's Directory 1823 mentions this building under the Inns & Taverns section.

The Lost Pubs Project suggests that this was also the "Castle Tavern," which makes sense as the Martello Towers were in fact a kind of defence castle.

 

From the Folkestone Session Book, 1795-1811. 29 April 1805

Matthew William Sankey having applied for a license to be granted to Charles Stebbings for an alehouse to be situated at Sandgate within the liberty of the said town and to be called the "Martello Tower" which is ordered to be granted to him accordingly.
