The Medway Archives and Local Studies Centre has referenced a set of documents, that I haven't seen yet, and is part of the Watts Charity MSS, 1579-1972.

Extract of a letter from Chatham, September 19th.

Yesterday morning about 3 o'clock, as the sentinel was doing duty in the Ordinance-office here, he overheard a person throw himself into the river, at New-stairs; on which immediately called to him, when the person extricated himself from the water; but in about half an hour, he resumed his attempt, and put an end to his existence at the North-stairs. After being under water a short time, he was taken up, and the surgeon sent for but too late to recover him. The unfortunate person's name was Rawlings, and he had been a schoolmaster at Sheerness, but last week had agreed to take the "Ship and Launch" public house, in this town, when not making good his payments, bayliff's were put into the house, which induced him to commit this rash act.

The jury have brought in their verdict lunacy.
